Step 21, Some of the features in SOLIDWORKS do not work the exact same way in different releases of SOLIDWORKS, they vary slightly in terms of accuracy. For instance, a zero is recognized as an actual value in certain commands such as Fillet, Offset, Distance Mate, etc., but in the new updates, zero may not be recognized. We may have to change the number of decimals to 4 or 5 places to work around the issue.

In this case, the dimension 5.000 will need to be changed to 4.9999 (which rounds off to be 5.000). If the Surface Offset failed to create, this will solve the accuracy issue.
